Supervisory Mission for April 2026: Wrap Up

The World Bank team concluded its mission with a wrap-up meeting held at the Ministry of Finance and Public Enterprises, where discussions focused on the D’MADD Project’s progress, key legal reforms, digital infrastructure initiatives, and procurement activities. The meeting reviewed advances on the Data Protection Bill, the Maldives Data Exchange (MDX), ongoing procurements, and project implementation priorities for the months ahead.
Anna Metz reaffirmed the project's commitment to maintaining implementation momentum and progressing planned deliverables. Discussions confirmed that formal submission of the Data Protection Bill to Parliament, supported by official acknowledgements and system records, would provide the documentation required for audit and disbursement purposes. She also confirmed that the Maldives Data Exchange (MDX) will move forward as a full interoperability platform designed to facilitate data exchange across government systems, with climate-related services identified as the first priority use case. Procurement documents are being updated to reflect the revised architecture before submission.
Updates shared during the meeting highlighted continued progress on major procurement packages. Preparations for MDX procurement are underway, while SDWAN procurement documentation has been finalized and is ready for submission. Procurement of Quality of Service (QoS) equipment has reached the bid-closing stage, with software procurement documentation also nearing completion. Participants emphasized the importance of early engagement with the National Tender Board to support timely review and processing of procurement activities.
The meeting also reviewed implementation challenges, including procurement sequencing requirements, evolving stakeholder needs, and policy changes that have affected timelines and disbursement. Participants discussed project extension planning, implementation risks, and the importance of balancing procurement timelines, contract durations, staffing considerations, and project delivery requirements when evaluating future project needs.
Despite these challenges, participants recognized the significant progress achieved to date, including system deployments, ongoing procurement activities, and strengthened coordination among stakeholders. The meeting concluded with a shared commitment to sustaining momentum and advancing key deliverables as the project moves toward its next milestones.
