Prof. Fernando served as the lead consultant for the project, playing a vital role in the design and implementation of the MHEWS platform. With over 25 years of experience in managing and delivering digital platform development projects across diverse sectors, including aerospace, automotive, building construction, smart cities, space exploration, and disaster management, he brings extensive expertise to the initiative.In the past decade, Prof. Fernando collaborated with various government agencies in South Asia to develop the MOBILISE solutions that enhance resilience against climate-induced disasters. Throughout the MHEWS project, he actively engaged with key stakeholders such as the Fuvahmulah Council, Maldives Meteorology Services, the National Disaster Management Agency, the Ministry of Environment, and the DMADD project management team. His efforts focused on accurately capturing user requirements and leading the implementation of the MHEWS platform with support from technical staff.

Mr. Amila Liyanage

Mr. Liyanage served as the System Architect for three key components of the MHEWS platform: the Eagle-I Dashboard, the BConX Early Warning Dissemination Module, and the Udha Early Warning App for citizens.
He has a proven record of architecting, leading, and optimising large-scale, high-traffic systems for multinational organisations. With strong expertise in ERP, business intelligence (BI), and AI-driven system development, Mr. Liyanage brings valuable domain knowledge in meteorological data and hydrological tools. His experience includes working with global forecast models, conducting hydrological simulations for flood modelling, and implementing CFD-based simulations. His specialisation lies in integrating complex scientific models into robust, scalable, and mission-critical systems that facilitate reliable multi-hazard early warning and informed decision-making.

Mr. Ben Monaghan

Mr. Monaghan served as the System Architect of the MOBILISE Risk Analyser, which supports multi-agency data sharing and the assessment of risks associated with various hazards.
With over 10 years of software development experience, he has a proven track record in designing and implementing modern software architectures. His technical competencies include extensive expertise in developing applications that leverage geographic information systems, web services, 3D visualisation, and data analytics. Mr. Monaghan excels in creating scalable and robust solutions that meet complex user needs and facilitate effective decision-making. He also has significant experience in deploying digital solutions across diverse environments, utilising cloud-based platforms to enhance functionality and accessibility. With strong skills in application development and system integration, he is adept at ensuring that projects align with best practices in software engineering and deliver optimal results for stakeholders.
