This Privacy Policy describes how the Ministry of Homeland Security, Labour and Technology, Government of Maldives ("we", "us", or "our") collects, uses, and protects your personal information when you use the Udha application ("the App").
Udha is the official early warning and community safety application for the Maldives, developed under the World Bank-funded Digital Maldives for Adaptation, Decentralization and Diversification (DMADD) initiative. By using the App, you agree to the terms of this Privacy Policy.

03 Data We Collect

3.1 Location Data

With your permission, the App collects your precise GPS location for the following purposes:
  • To match you to your geographic warning zone and deliver relevant hazard alerts
  • To geo-tag community incident reports you voluntarily submit
Location data is collected only while the App is in use (When In Use). No background location tracking is performed. Location data is not sold or shared with third parties.

3.2 Photos and Videos

With your permission, the App accesses your camera and photo library when you submit a community incident report. Photos and videos are used solely as evidence to help authorised government officers assess and verify natural disaster events.

3.3 Microphone

With your permission, the App uses your microphone to record video with audio when you submit an incident report. Audio-visual evidence helps authorised officers assess unfolding events.

3.4 Account Information

If you create an account, we collect your phone number and login credentials to manage your access to the App.

3.5 Usage Data

We automatically collect device information including device type, operating system version, IP address, and app usage statistics to improve the App and diagnose technical issues.

04 How We Use Your Data

We use the information we collect for the following purposes:
  • To deliver accurate local weather forecasts and real-time hazard alerts for your area
  • To process and route community incident reports to authorised government officers
  • To send you push notifications when hazard warnings are issued for your subscribed area
  • To monitor app performance and improve the Service
  • To comply with legal obligations under the laws of the Republic of Maldives

05 Data Sharing

We do not sell your personal data. We may share your information in the following limited circumstances:
  • With authorised government officers who review community incident reports
  • With Tecxal Systems and THINKlab, University of Salford, UK, who develop and maintain the App on behalf of the Government of Maldives
  • With Firebase (Google LLC) for push notification delivery and app analytics
  • With law enforcement or government authorities when required by law
All third-party service providers are bound by confidentiality obligations and may only process your data for the purposes specified in this policy.

06 Data Retention

We retain your personal data only as long as necessary for the purposes described in this policy:
  • Account information: retained for the duration of your account plus 24 months after closure
  • Location data attached to incident reports: retained for up to 36 months for government records
  • Usage data and server logs: retained for up to 24 months for security and troubleshooting

07 Data Security

We implement commercially reasonable security measures to protect your personal data, including encrypted HTTPS transmission for all data sent between the App and our servers. However, no method of transmission over the Internet is 100% secure and we cannot guarantee absolute security.

08 Your Rights

You have the right to:
  • Access the personal data we hold about you
  • Request correction of inaccurate data
  • Request deletion of your personal data
  • Withdraw consent for location, camera, microphone, or photo library access at any time through your device settings

09 Children's Privacy

The App does not address anyone under the age of 16. We do not knowingly collect personal information from children under 16. If you believe a child has provided us with personal data, please contact us and we will promptly remove it.

10 Emergency Services Disclaimer

Important Notice
Udha is a public safety information and early warning broadcast application. It is not an emergency dispatch service and does not connect users to emergency services, initiate emergency calls on behalf of the user, or guarantee a response to submitted incident reports. Submitting an incident report through the App does not constitute an emergency call. In any life-threatening situation, always contact your local emergency services directly and immediately.

11 Changes to This Policy

We may update this Privacy Policy from time to time. We will notify you of significant changes by posting the new policy in the App and updating the date at the top of this document. Continued use of the App after changes are posted constitutes your acceptance of the updated policy.
