This project is implemented by MoHST, under the
Digital Maldives for Adaptation, Decentralization, and Development (D’MADD)
Project to support the Communications Authority of Maldives (CAM) in
strengthening regulatory oversight of broadband services. The project focuses
on improving CAM’s ability to monitor, analyse, and report on the quality of
broadband services delivered across the country.
The project includes the assessment of existing
regulatory and enforcement practices, the establishment of a national broadband
Quality of Service (QoS) monitoring and reporting framework, and the
identification of appropriate tools, equipment, and methodologies for
consistent broadband performance measurement. In parallel, the project supports
institutional capacity building through training and knowledge transfer to
enable effective use of monitoring systems and data for regulatory enforcement.
Key workstreams of the project include regulatory
assessment and enhancement, broadband measurement system design and
implementation, data analysis and reporting, and capacity building for CAM
staff. The project is implemented over a defined period in accordance with the
Terms of Reference and procurement arrangements.
The project is financed by the World Bank, under the
D’MADD Project and executed by the Communications Authority of Maldives, with
support from a competitively selected consultancy
firm. Its geographic scope is nationwide, covering mobile and fixed broadband
services across all inhabited islands.
Through these activities, the project aims to
strengthen transparency, accountability, and evidence-based regulation in the
broadband sector, eventually supporting improved service quality and consumer
confidence in the Maldives.
