When the work under the D’MADD
Project began, the Communications Authority of Maldives (CAM) faced a familiar
challenge: broadband services were expanding quickly, but the tools and
frameworks needed to consistently monitor quality had not grown at the same
pace. The Maldives’ digital transformation agenda, aimed at improving
connectivity and strengthening the digital economy, depended on the regulators
having reliable, comparable data on how well networks were performing.
Over the course of the
assignment, CAM gained a structured and phased Quality of Service (QoS)
framework designed specifically for the realities of a small island nation.
Rather than a single, rigid rulebook, the framework gave CAM a roadmap — one
that introduces new expectations step by step, aligned with institutional
capacity and future investment plans. This approach reflected broader D’MADD
principles under Component 1, which focuses on building an enabling environment
for improved digital connectivity and competitiveness in the Maldives.
By the end of this assignment,
CAM had established a clear methodology for collecting and assessing broadband
performance data, together with technical specifications for monitoring tools
to be procured at a later stage. These foundations now provide CAM a stronger,
more consistent basis for oversight, helping improve transparency, encourage
fairer competition, and ultimately protect consumers.
Looking ahead, these developments
are expected to support more reliable and affordable broadband services. They
also contribute directly to the wider goals of D’MADD: enabling a digital
ecosystem that strengthens economic diversification, expands digital inclusion,
and increases trust in the services that Maldivians rely on every day.
