The D’MADD project conducted its
second stakeholder consultation workshop, "Improving Regulatory
Frameworks, Oversight, and Enforcement for a Competitive Broadband
Market," on 11 February 2025 at the National Centre for Information
Technology. The session brought together telecommunication network operators
and internet service providers to discuss the draft QoS Regulatory Framework
and ISP Reporting Standards.
The workshop continued the work initiated
by the initial workshop held on November 25, 2024 and the subsequent one-on-one
meetings with service providers. This workshop focused on the Draft QoS
Regulatory Framework and ISP reporting standards.
The workshop began with Opening Remarks
from Mr. Ilyas Ahmed, Chief Executive of the Communications Authority of
Maldives, followed by remarks from Minister of State for Homeland Security and
Technology, Dr. Mohamed Kinaanath.
The objective was to gather input
to enhance the assessment of service providers’ Quality of Service (QoS)
performance and compliance with relevant standards. The framework outlined a
structured assessment approach through four key phases. These phases include:
- Gathering relevant information for assessing service providers’ QoS performance and compliance with relevant standards through reports published by service providers.
- Direct feedback from users on service quality and experience through Consumer Surveys
- On-site technical assessments of network performance, with field testing and
- Data collection from user-driven sources to supplement QoS evaluation with crowd-sourcing.
The CAM will be able to identify
issues requiring resolution, ensure service providers take corrective actions
and refine data requirements and KPIs as needed.
Participants from all service
providers, including Dhiraagu, Ooredoo, HDC, Focus Infocom, Satlink Pvt. Ltd.,
and Starlink Pvt. Ltd., attended the workshop.
The session is part of
subcomponent 1: Enhancing the Regulatory Framework, Oversight, and Enforcement
for a Competitive Broadband Market in the Maldives. To aid the Communications
Authority of Maldives (CAM). The consultancy is provided by the New Zealand
firm Network Strategies Limited under the contract signed in November 2024.
This initiative supports the
CAM’s ongoing efforts to strengthen regulatory oversight and enhance broadband
service quality across the Maldives.
