Under the contract awarded to Control Data (Thailand) Limited to Review, Design,
and Develop the Systems Requirements Specification (SRS) for the Civil
Registration, Vital Statistics, and Identification (CRVSID) Management system
of the Maldives, the firm has concluded the first information-gathering sessions.
The work was carried out during the first planned mission by the firm from
February 9th to 13th, 2025.
During the mission, the team met with the current organizations that are
involved in birth and death registration in the Maldives. The meetings commenced
with the Department of National Registration on 9 February and were followed by
the National Centre for Information Technology (NCIT) and the Local Government
Authority (LGA). NCIT and LGA jointly manage the GEMEN system designed to
digitize the population records of the Maldives. The organization presented the
working and current capabilities of the system.
A joint session was held on 10 February with the Maldives Bureau of
Statistics and the Ministry of Health. The session focused on records and
statistics.
On February 12, the team held an extensive session with the Male City
Council, Indira Gandhi Memorial Hospital (IGMH), and the Department of Judicial
Administration and Family. IGMH is the largest government hospital in the
Maldives and registered the largest number of births and deaths. The Male City
Council processes birth certificates and registration services, while the Department
of Judicial Administration and Family Court oversees the marriage and divorce
registers across the Maldives.
The consultants will conduct a workshop on 13th February 2025 with key stakeholders,
as well as representatives from other organizations and private sector
hospitals, to identify issues within the current CRVSID system, as well as the
software and databases in use.
The contract will
primarily support the Department of National Registration (DNR) under the
D’MADD project’s Component 2: “Digital Identification for Improved, Online and
In-Person Service Delivery,” the Maldives' foundational identification system.
The assignment's
output will be a detailed SRS document for implementing the CSRVID System,
which will help streamline the population management mechanism in the Maldives.
