Under the contract awarded to Control Data (Thailand) Limited to Review, Design,
and develop the Systems Requirements Specification (SRS) for the Civil
Registration, Vital Statistics, and Identification (CRVSID) Management system
of the Maldives, the firm conducts validation meetings with key stakeholders
from 29th June to 2nd July 2025. This is the continuation
of the series of meetings conducted from 9th to 13th February
earlier this year.
Unlike other workshops jointly held in the past, this mission was conducted
as focused working sessions with the relevant agencies, refining the initial
draft with the comments provided by the parties. The teams met with the
Department of National Registration (DNR), National Centre for Information
Technology (NCIT), Local Government Authority (LGA), Department of Judicial Administration
(DJA), Family Court, Male’ City Council (MCC), Ministry of Health (MoH).
The First session on 29th June aimed to present and validate the Civil
Registration Workflow for Birth, Death, and Household registration, with
participation from DNR, NCIT, LGA, and MCC.
The second session on 29th June 2025 focused on presenting and validating
the Civil Registration Workflow for Marriage and Divorce registrations with
DNR, DJA, and Family Court.
On 30th June 2025, CDT presented and validated the proposed
infrastructure-related software and hardware for the CRVSID, as well as the new
national identity card with DNR and NCIT. Additionally, the teams also presented
an overview of the latest software design and got feedback on the changes.
On July 1, 2025, the ID Card and eFaas integration workflow was presented
to DNR and NCIT. eFaas is the national digital identity of the Maldives and is
verified against the Maldivian citizens' database maintained by the DNR.
The second meeting of the day was presenting the New Physical ID Card
features and the Pre-Personalisation proposal by CDT. DNR and NCIT attended the
meeting.
2nd July 2025 was a follow-up meeting of session one,
presenting and validating the Civil Registration Workflow concerning Birth,
Death registration and statistical data required by the health ministry. The
meeting was conducted with the presence of technical personnel from the
Ministry of Health, as recommended by the first session participants, along
with DNR and NCIT.
As part of the work, D’MADD facilitated another meeting with the DJA and
the Policy leadership at NCIT and DNR, to discuss the barriers to integrating
the marriage and divorce registration into the CRVSID. This was based on
privacy issues highlighted by the technical personnel of the Family Court and
the DJA. The aim was to brainstorm policy solutions to have a more streamlined
and digitally enabled mechanism that fulfils the requirements of the CRVSID as
well as legal requirements by the Judiciary while maintaining confidentiality
and integrity of the system.
