Capacity Building for CAM Staff: Enhancing Regulatory Functions

The Capacity Building for the Communications Authority of Maldives (CAM) staff training program was successfully held at the Manhattan Business Hotel from April 13-17, 2025. This initiative, part of the DMADD project's Component 1, aimed at improving regulatory frameworks and oversight for a competitive broadband market.
The training was facilitated by international experts from Network Strategy, a consulting firm renowned for its extensive experience in regulatory advisory, telecom quality of service, and capacity development projects worldwide. Ms. Noelle Jones and Dr. Suella Hansen, both seasoned professionals in the telecom field with hands-on experience in regulatory policies, broadband performance assessments, and data analysis led the sessions.
The primary objective of the training was to strengthen CAM’s regulatory functions, particularly in monitoring the quality of service and enforcing compliance with service quality standards. The consultants assessed the oversight and enforcement capacity of CAM staff, identified gaps in their knowledge and skills, and developed a tailored training program. They also recommended appropriate training programs, identified resource and equipment needs for effective broadband monitoring, and proposed necessary tools for reliable data collection.
The workshops covered three modules: Introduction to Regulation with 25 participants, quality of service Reporting with 15 participants, and Promoting Competitive Markets with 15 participants. The Chief Executive of CAM, Mr Ilyas Ahmed, expressed appreciation for the trainers and participants, commending Network Strategy for delivering expert-led sessions that enhanced the regulatory team’s knowledge and skills. The Chief Executive highlighted the engagement and enthusiasm shown by CAM staff throughout the workshop, noting that the skills and insights gained would strengthen CAM’s ability to monitor broadband service quality effectively and uphold regulatory standards that protect consumers.
