D4D Insights is the advisory firm providing consultancy for the national data platform under component 3.
D4DInsights, LLC is a purpose-driven consulting firm that partners with governments, multilateral development banks, UN agencies, and philanthropic organizations to design and implement data-driven digital transformation for sustainable development, climate resilience, and inclusive growth. Founded in 2016, the firm focuses on helping countries move from fragmented data landscapes toward coordinated, decision-ready ecosystems that are institutionally embedded, multi-stakeholder in nature, and sustainable over time.
D4DInsights has deep experience in the design and operationalization of geospatial and Earth observation systems as digital public goods, supporting the full data value chain from acquisition and processing to analytics, visualization, and user uptake. The firm has played a foundational role in establishing large-scale regional platforms such as Digital Earth Africa and Digital Earth Pacific, enabling governments to apply satellite and geospatial data to climate adaptation, disaster risk management, food security, land and ocean management, and environmental monitoring at national and regional scales. This work demonstrates how complex data can be translated into operational services that support real-world decision-making across institutions and sectors.
Beyond platforms, D4DInsights supports governments in shaping digital and data transformation agendas that align policy, institutions, technology, and financing through inclusive, multi-stakeholder processes. This includes national diagnostics and readiness assessments, digital and data strategies, transformation roadmaps, and operating models grounded in implementation realities and political economy considerations. The firm emphasizes practical, phased approaches that build ownership across ministries, agencies, the private sector, academia, and civil society.
A central focus of D4DInsights’ work is the design of digital public infrastructure for data—federated architectures, shared services, and interoperability frameworks that allow data to move securely and responsibly across agencies and sectors. Building on this foundation, the firm enables trusted data sharing through governance frameworks, legal and policy alignment, institutional arrangements, and capacity development. D4DInsights has led and supported national and regional data initiatives with the World Bank and UN agencies, including climate-focused data-sharing programs in Small Island Developing States, ensuring that data ecosystems are actively used to inform policy, investment, and operational decisions.

Aditya Agrawal is the Founder and CEO of D4DInsights, a purpose-driven consulting firm supporting governments and development partners to deliver data-driven digital transformation for sustainable development and climate resilience. With over two decades of global experience, he works at the intersection of data governance, digital public infrastructure, institutional capacity, and technology, helping countries move from fragmented data systems to coordinated, decision-ready ecosystems.
Aditya has led initiatives on data sharing and digital public goods, enabling trusted data exchange across government, the private sector, and civil society. His work with the World Bank, UN agencies, and national governments focuses on enabling environments for data sharing through governance frameworks, policies, operating models, and capacity development that translate data into actionable policy and investment decisions.
He has played a central role in operationalizing platforms for Earth observation, including Digital Earth Africa and Digital Earth Pacific, which provide open, operational data services for climate adaptation and disaster risk management. Earlier, he played a leading role in the establishment of multi-stakeholder initiatives including the Global Partnership for Sustainable Development Data and Eye on Earth and developed national spatial data infrastructure and open data initiatives across the Middle East.

Shivam Kishore is a globally recognized strategist, advisor, and mentor with nearly 20 years of experience advancing digital transformation and sustainability for governments, multilateral organizations, and leading corporations. He has held senior leadership roles at top-tier consulting firms such as EY and Deloitte and currently serves as Senior Advisor to the United Nations Environment Programme, the United Nations System Staff College, and global consultancies like D4DInsights.
He is also a Professor of Practice at the University of Hawaiʻi, where he contributes to shaping the next generation of leaders at the intersection of technology, governance, and sustainability. In parallel, Shivam is an active investor and mentor in the innovation ecosystem, focused on climate-focused and corporate SaaS startups, providing both strategic insight and hands-on leadership. He holds multiple board positions with organizations including the Wellbeing Economy Alliance and the Common Approach to Impact Measurement.
Shivam holds a Bachelor’s degree in Engineering from Simon Fraser University and a Master’s in Environmental Management from Harvard University. He is a certified Professional Engineer (P.Eng) and Project Management Professional (PMP).
