The Government of Maldives (GoM) has received financing from the World Bank toward the cost of the Digital Maldives for Adaptation, Decentralization and Diversification (D’MADD) Project, and intends to apply part of the proceeds for consulting services.
The Consulting Services (“the Services”) are to engage an experienced and qualified consulting firm (“the Consultant”) to prepare a draft Civil Registration, Vital Statistics and Identification (CRVSID) Bill that establishes a coherent, rights-based, and digitally enabled legal framework for civil registration, vital statistics, and identity management.
The Ministry of Homeland Security and Technology (MoHST) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) The firm should have experience in civil registration, vital statistics, identity management and data protection-related assignments or drafting bills/legislations and experience in similar assignments or legal consultancy., (ii) The firm should have at least five (5) years of experience providing relevant advice in complex legal and sectoral contexts. (iii) Minimum of one (1) completed drafting of bills/legislation/ regulatory compliance project or similar legal consultancy project.
Key Experts will not be evaluated at the shortlisting stage. However, Firms are required to clearly state the proposed position for each Key expert proposed.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition dated November 2020 (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
